Personnel Board Employee Representative Appointment JoAnn Murphy: The DCC thanked JoAnn for her many years of service on the Personnel Board. David/Tristan made a motion to appoint JoAnn Murphy to the Dukes County Personnel Board for a three year term. So voted. Tristan yes, Gretchen yes, Leon yes and Christine yes, David yes. Motion carries. Center for Living Board Appointment: Leon/Tristan made a motion to appoint Martina Thornton to represent Dukes County Commission on the Center for Living Board. So voted. Tristan yes, Gretchen yes, Leon yes and Christine yes, David yes. Motion carries. Dukes County Resolution on Minimum Wage Vote: Tristan read the proposed resolution. A discussion was held. Martina asked the DCC for clarification on contract employees. David said anyone that does work for the County, including TTOR. David/Tristan made a motion to approve the Dukes County Resolution to raise the minimum wage to $15.00 for the County employees, contract workers and grant employees. So voted. Gretchen/David made a motion to amend the approved Resolution to clarify the employee categories to read Permanent, temporary and part-time employees and Tristan asked to change the last sentence to Dukes County and the Island and Gretchen asked the verbiage be changed to read for permanent, temporary and part-time employees. Trustees of the Reservation Agreement - Vote: Chris Kennedy said the draft agreement that is before the DCC now will need to be amended if TTOR is required to pay the minimum wage of $15.00 per hour for their summer help. He said approximately 2000 permit fees would have to be changed for a few summer employees to get higher pay. A discussion was held. Tristan asked how many people TTOR had making less than $15.00 per hour. Chris reviewed the changes with the DCC (see file). Chris said TTOR budget is in balance but with the change in minimum wage he will need to revisit the budget and come back to the DCC for a vote at a later date. Martina asked the DCC to vote on the presented contract for one year that would end in spring 2016 with the understanding that TTOR will come back with a proposal for the next season and going forward. David/Tristan made a motion to amend the contract between Dukes County and the Trustees of the Reservation to read for a period of May 1, 2015 to March 31, 2016. So voted. Leon/Tristan made a motion that the DCC approve the amended contract with the Trustees of the Reservation (TTOR) for a one year period of May 1 2015 to March 30, 2016. So voted. Vineyard Health Care Access Program (VHCAP) - Update: Sarah introduced her staff and they gave the DCC an update on the services they provide and introduced themselves. Sarah also reviewed the various funding sources. Dukes County Worker Classification Policy - Vote: Martina sent the DCC a draft policy from the Countys Counsel to help the County identify which staff members are considered independent contractor vs. employees (see file). A discussion was held. Martina said this document has also been given to the Dukes County Personnel Board for their review and they also support it. This policy will have implications on County budget. Tristan/David made a motion to adopt the Dukes County Worker Classification Policy as presented. So voted. Tristan yes, Gretchen yes, Leon yes, Christine yes and David yes. Motion carries. Dukes County Personnel By-Laws Vote: Martina said the Dukes County amended By-laws were distributed. Martina reviewed the proposed changes with the DCC. Martina said the Personnel Board has also approved the new by-laws. Tristan recommended the DCC write a letter to the Personnel Board to thank them for all their efforts. David/Tristan made a motion to adopt the amendments of the Dukes County Personnel By-Laws as reviewed by the County Manager. So voted. Veterans Health Care on Island Update: David said at the last meeting he asked for a letter from the DCC to be hand delivered to the Secretary of Veterans Administration; which he received and delivered. David said he had a discussion with the Secretary regarding the particular problems of the Island veterans. The Secretary of the Veterans Administration position is that Congress made a mess of the last reform and there is sufficient money in his budgets to rectify the mistake, but he has to have congress to agree before he can proceed. He told David he would get back to him within sixty days on his progress and when he does, David will report back to the DCC. A discussion was held. Tristan asked if it would be helpful for the DCC as County Commissioners to draft a letter urging congress through the Secretary of Veterans Administration to make the requested changes; which may give him one more piece of paper to take to Congress to tell them the program is not working. David said that would be a good idea. David said he would prepare the letter and circulate it for the County Commissioners to sign. Martina said more complaints are coming in saying the program is not working. Martina said the DCC copied the first letter to Congressman Keating, Senator Markey and Senator Warren but have not received any response from them. Tristan said we should follow up with those three and say we are disappointed that we have received no response to our correspondence. The DCC agreed that two separate letters should be sent; one to the Secretary of Veterans Administration and one to our State Representatives. Managers Report: Budget Updates: Martina said she met with the County Advisory Board (CAB) to review the budgets for the programs that are run by the County and need to be submitted warrant articles to the towns; first ones are due for Edgartown on November 20th. The budgets are for VHCAP, Center for Living and the First Stop Program. She requested to meet with the Town Administrators to discuss if these budgets would be a line item in their budgets or go before the voters each year as separate warrant articles. New Center for Living Building Update: Martina would like approval to move forward with the purchase of the old VNA building. She had worked with the Center for Living (C4L) Board on the issues of a long term lease. Martina would need to create a procurement package for the long term lease. Martina said she would start the bonding process right away. David/Tristan made a motion that the County proceed with the purchase of the old VNA building for the purpose outlined by the County Manager. So voted. Community Action for Cape Cod and the Islands (CACCI) Social Case Worker Position: Martina said the position has been advertised and will be interviewing candidates next week. Housing Assistance Corporation (HAC): The position of a social worker for homelessness prevention has been advertised; if anyone is interested please send their applications to HAC. The Rural Scholars did their presentation on Oct. 29th. The presentation is available on the Countys website. Federal Emergency Management Agency (FEMA): Martina received a letter from FEMA regarding State Beach stating they will not give the County any money and we are not eligible. She is preparing an appeal letter to reverse their decision and at least give the County the monies that have already been expensed based on good faith from the original proposal that was approved by their agency which is approx. $20K. A discussion was held. Tristan recommended notifying our State and Federal Representatives of the situation with hopes they may be able to help. Leon said that the County should check and see how Barnstable handled this issue. Martina said the FEMA denial is specific to our beach. Healthy Aging Task Force (HATF): Is conducting a survey for anyone that lives on the Island and is over 65 years old. Most people shouldve received the large white envelope; we are hoping to receive as many responses as possible. The survey can be done online too. HATF hired Tom Hallahan as their executive coordinator. The HATF is hoping to attend a DCC meeting in the near future to give the Commissioners an update on what they are doing. Old Business: Registry of Motor Vehicles: David said he went to the Registry of Motor Vehicles and they are have a full staff now and are open full time. Election of Officers: David would like to have the Election of Officers on the next DCC agenda on December 2, 2015. Legislation: Tristan said that the legislation filed to reaffirm the County Commissioners right to appoint the Airport Commissioners was vetoed by the Governor because he thought the issue was being dealt with in the Courts, but that was erroneous and the legislature over-rode the Governors veto reaffirming the right of the Dukes County Commissioners to appoint Marthas Vineyard Airport Commissioners. David/Tristan made a motion to send a letter to Rep. Madden and Senator Wolf thanking them for their leadership on all the matters that the DCC had before the legislature. So voted.
